Position Overview

Innovative Therapeutic Services seeks a Licensed Psychologist for the role as a Neuropsychological Evaluator. The successful candidate will conduct comprehensive, in-person neuropsychological evaluations for adolescent males located in three juvenile detention facilities within the Baltimore/Washington metropolitan area. This position requires maintaining strict forensic objectivity and collaborating effectively with other professionals. The data provided through these evaluations is vital for informing court decisions, guiding probation recommendations, developing treatment plans, and determining educational accommodations.

Approximately thirty-six (36) evaluations are projected annually.   All evaluations must be conducted in person across the three assigned facilities.  Must possess a current, valid Maryland professional license. Flexible scheduling is offered, based on the operational needs of the sites and court timelines.

Key Responsibilities

  1.      Clinical & Assessment Duties
The primary function of this role is to conduct comprehensive neuropsychological evaluations for adolescents. 
This involves the complete process of administering, scoring, and interpreting standardized assessments across a range of critical domains, including but not limited to:
  • The mandatory tests for this contract include a component for Visual Motor Function, requiring either the Beery VMI or Bender Gestalt. For Personality Assessments, the MACI or PAI must be administered. Trauma Assessment & History can be fulfilled with UCLA, TSCC, or CTQ. A Risk Assessment must be completed using the YLS 2.0 or SAVRY, and finally, a Behavior Assessment is required, for which the BASC-3 must be used.

  • Diagnosis and Diagnostic Impressions
  1. Reports & Consultation
  • Prepare comprehensive, legally sound reports for Maryland courts and juvenile justice personnel, ensuring timely submission. This includes completing Psychological and/or Transfer Waiver evaluations as required.
  • Furnish expert diagnostic impressions and provide actionable recommendations regarding disposition, treatment plans, rehabilitation, and necessary educational accommodations (e.g., IEP/504 plans).
  • Be available to provide professional consultation or expert testimony in court proceedings when required.
  1. Collaboration & Compliance
  • Work closely with detention staff, mental health teams, case managers, and probation officers to ensure coordinated care.
  • Maintain strict adherence to all relevant legal and ethical standards, including Maryland Board of Examiners of Psychologists licensing regulations, American Psychological Association (APA) ethical standards, HIPAA, Maryland confidentiality laws, and Maryland juvenile justice facility policies.
  • Accurately and promptly complete all clinical documentation and assessment records.
Required Qualifications
  • A doctoral degree (PhD or PsyD) in Psychology is required.
  • Possession of an active license to practice psychology in the state of Maryland is mandatory.
  • A minimum of three (3)  years of experience working with adolescent populations is required, with a strong preference for candidates experienced with justice-involved youth.
  • Experience with youth who have ADHD, Learning disorders, Autism spectrum conditions, traumatic brain injury and complex trauma.
  • Demonstrated training and experience in the administration and interpretation of neuropsychological assessment.
  • Knowledge of trauma-informed, culturally responsive assessment practices
  • Advanced clinical writing proficiency suitable for legal review.
  • Ability to utilize appropriate tools and technology to perform job duties.
  • Willingness to complete required Federal and state background checks.

Independent Contractor Terms
  • Compensation is provided on a per hour/per-evaluation basis.
  • This is a contract position; therefore, no benefits are provided.
  • The contractor is responsible for maintaining their own professional liability insurance.
  • The contractor is solely responsible for all taxes and licensing requirements
  • Scheduling is maintained by the contractor, who determines availability while adhering to court-mandated deadlines and facility regulations.
